Global Governance Institute Selected to Implement KDI Policy Advisory Project for the Kyrgyz Republic

The Global Governance Institute has been selected as the implementing organization for the Korea Development Institute’s (KDI) 2025/26 Knowledge Sharing Program (KSP) Policy Advisory Project for the Kyrgyz Republic. The KSP is an international development cooperation program that shares Korea’s economic development experience and expertise to support policy formulation and institutional improvement in partner countries.


Through this selection, the institute will provide policy advisory services to the Kyrgyz government on improving its civil servant performance evaluation system and advancing digital transformation in public administration. Drawing on Korea’s electronic human resource management system (e-Saram) and best practices in civil service performance management, the project will support the standardization of performance evaluation frameworks. It also aims to enhance digital-based public administration systems, thereby contributing to greater administrative transparency and improved efficiency in public services.


The project will be carried out around three key tasks: improving the performance evaluation framework; establishing monitoring and evaluation frameworks for the performance appraisal system; and formulating strategies for the digitalization of performance evaluation systems. The institute plans to present policy recommendations, draft performance evaluation standards and indicators, and digital administrative transformation strategies to the Kyrgyz government. Also, it will conduct seminars for local policymakers and invitation-based training programs to help lay the groundwork for mid- to long-term administrative innovation and institutionalization.


Choi Dong-ju, Director of the Global Governance Institute, stated, “This project is highly meaningful in that it can offer practical direction for reforming the Kyrgyz Republic’s performance evaluation system and advancing digital administrative innovation. Building on the international development cooperation experience accumulated by Sookmyung Women’s University, we will provide policy advice that is closely aligned with on-the-ground needs.”
